Ramachela provides a brief overview of the Expanded Public Works Programme (EPWP) and its extension to the social sector. The social sector is seen as the cradle of development and growth, and the EPWP as one entry point to stimulate social capital, address delivery deficits, and move people out of poverty. The EPWP offers a significant opportunity to enhance the skills of people trapped in the second economy. It also has the potential to improve not only public service delivery, but also the delivery of private social services in the first economy. Unlike in the other sectors, the EPWP in the social sector is aimed at creating long-term work opportunities for low-skilled workers, especially women and youth.
