This paper is one of a series developed to inform the Scaling Up ECD Services (0–4 years) Research Project with the aim of improving child development and significant job creation. Biersteker provides international case studies of Brazil and the Philippines that will contribute to thinking about possible innovations for the scaling up of ECD in South Africa. Their primary purpose is to: • Compare selected international approaches to scaled-up, community-based ECD services: issues covered include policy, funding, targeting, institutional factors, service delivery models, programme components, service integration, staffing, training and accreditation, monitoring and evaluation. • Provide a critical reflection on factors that facilitated or constrained the rollout of ECD programmes. • Contribute an analysis of lessons learned from the comparison. • Contribute to ideas for the design of demonstration projects to test approaches to scaling up ECD services that will improve child outcomes and create jobs.
