Municipal Case Studies: pursuing socio-economic through local procurement

This report reviews a series of case studies where municipalities win South Africa sought to leverage their to promote socio-economic objectives. It is part of a larger study to support Tshwane Metropolitan Municipality in developing its own procurement programme. A central question was to explore how dedicated programmes to achieve significant socio- economic objectives through procurement could be implemented in a way that does not impede service delivery nor raise the costs of service delivery.
