Altman and Motala assess the delivery of ECD services provided by the City of Tshwane. They propose critical strategic interventions for responsibly and effectively meeting the needs of young children, providing quality care for them, and enhancing the employment opportunities for (mainly low-skilled) women. The strategic interventions identified in this report will contribute to the implementation of Tshwane’s Integrated Children’s Development Strategy, 2006–2011.
