Godongwana’s budget must be pro-growth

Finance Minister Enoch Godongwana has the unenviable task of pleasing different parts of SA society when he delivers the budget on Wednesday. After two rejected proposed budgets and a R75 billion revenue shortfall, the minister and his team will have to table a pro-growth budget, while avoiding major cuts.
